There may be some benefit in having the Yellow Paper Wasp around during spring in helping to control caterpillars but if a nest is being started above a doorway or in a carport it is worth removing now before aggression and size increases.
Exotic, but necessary to weed?
Not every exotic or unwanted plant causes ongoing harm and is worth considering what should or will replace it. The implications of habitat loss, cost of replacement, ongoing maintenance, follow-up control etc etc can only be estimated in dollars.
